So, how is the change of cosmetic declaration slip made?
Changing the cosmetic declaration form is the updating or adjustment of information related to cosmetic products that have been announced and receiving the receipt number. When there is a change in the content specified in Appendix No. 05-MP, the enterprise responsible for distributing cosmetics must submit a written request for supplementation (for changes that are not subject to new disclosure), enclosed with relevant documents and pending approval by the competent authority. In case the change is subject to new announcement, the enterprise must carry out the procedures for re-announcement.
According to Circular No. 06/2011/TT-BYT, the process of changing cosmetic declaration forms for products with receipt numbers includes:
- Changing cosmetic brands;
- Change the company responsible for distributing products to the market;
- Changing the name of a cosmetic product;
- Changing the form of the product;
- Change of purpose of use;
- Changing cosmetic formulas;
- Change the manufacturer or packaging unit (including name, address).
- Changing the presentation of cosmetic products;
- Changing the name and address of the enterprise responsible for distributing products but not changing the business registration certificate or investment certificate;
- Change the name and address of the importing company;
- Change of the legal representative of the enterprise.

When changing the packaging size, packaging material, or product label, additional information is required but will not apply if these changes are not mentioned in the new cosmetic declaration form.
