Legal Definition of Cosmetics

According to Circular 07/VBHN-BYT, cosmetics are substances or preparations intended to be applied directly to the skin, hair, nails, teeth, lips, oral mucosa, and external genital organs to cleanse, perfume, enhance appearance, or protect these body parts.

Imported Cosmetic Products Requiring Registration

To be legally circulated in Vietnam, imported cosmetic products must undergo product registration procedures. The list of products requiring registration includes:

Skincare Products

  • Makeup remover, facial cleanser, toner, serum
  • Moisturizer, sunscreen

Makeup Products

  • Cushion foundation, liquid foundation, lipstick
  • Eyeliner, mascara

Hair Care Products

  • Shampoo, conditioner, hair treatment
  • Hair dye, anti-hair loss products

Personal Hygiene Products

  • Soap, hand wash, intimate cleansing solutions

Fragrance Products

  • Perfume, body mist, breath freshener spray

Nail Care Products

  • Nail polish, nail care gel
