Numbers and barcodes play an important role in product identification and management. In case the enterprise no longer uses the barcode code, it is necessary to carry out the procedure for stopping the use. 

Registration Procedure for Stopping the Use of Barcode Codes 


1. Subjects of implementation of procedures 

According to the provisions of Circular 10/2020/TT-BKHCN and Decree 74/2018/ND-CP, subjects who need to carry out procedures to stop using barcodes include: 


- Enterprises have decided to dissolve: Organizations and companies have officially ceased operations and dissolved.


- Organizations or individuals no longer need to use barcode codes: People or organizations who no longer use barcode codes and do not intend to continue. 


The agency competent to handle this procedure is the Directorate for Standards, Metrology and Quality of Vietnam, which is responsible for implementing relevant administrative processes.

2. Dossier of Registration for Cessation of Use of Barcode Codes 

To carry out the procedures for stopping the use of barcodes, enterprises need to prepare dossiers including: 


- Official Letter of Proposal to Stop Use: An official document clearly stating the reason and desire to stop using the barcode number. The official letter needs to be clearly presented and have a legal basis. 


- Proof of Completion of Financial Obligations: Documents proving that all relevant financial obligations have been fulfilled. Includes debit notes, financial statements, and related documentation. 


- Documents of the dissolution decision (if any): If the enterprise has been dissolved, it is necessary to provide a copy of the dissolution decision or documents proving the dissolution to enhance the authenticity of the dossier. 


- Initial Certificate of Barcode Code: A copy of the previous barcode code use right certificate to verify the information and right to use.


- Supplemental and Supporting Documents (if applicable): Other documents such as fact sheets or a more detailed explanation of the dissolution process may be attached to provide a more comprehensive view of the reasons for discontinuation.

3. Procedure 

Step 1: Prepare and Submit the Application 

- Prepare documents: Make sure the documents are complete and accurate as required. 


- Submission of dossiers: Dossiers can be submitted directly at the headquarters of the Directorate for Standards, Metrology and Quality of Vietnam, Technical Center for Standards and Metrology 3, or sent by post. 


Step 2: Processing the dossier 

- Processing time: The request will be processed within 15 working days from the date of receipt of a complete and valid dossier. 


- Processing at the time of submission of the dossier: As soon as the valid dossier is submitted, the barcode will be transferred to the Directorate for Standards, Metrology and Quality for revocation. 


- Effect of recall: When the barcode code has been recalled, the product or goods using that code will be handled in accordance with the provisions of current law.


Step 3: Get Results 

- Decision on revocation of the Certificate: After completing the procedures, the decision on the revocation of the Certificate of the right to use the barcode code will be notified.


- Costs and fees: This procedure does not require the payment of additional fees or costs. 


- Forms and declarations: No specific forms or declarations are required for this procedure. 


- Conditions and requirements: There are no special requirements that need to be followed in this process.

When there is no longer a need to use barcodes, businesses need to take steps to ensure that the cessation of use is carried out legally and transparently. The process includes preparing the application, submitting the application, resolving it, and receiving the results. Proper implementation of the process helps to terminate related obligations and create favorable conditions for businesses to adjust business activities.
