All foreign citizens can apply for a visa to enter Vietnam, except for those who are prohibited or restricted from entry according to Vietnamese law. Foreigners enter Vietnam for various purposes such as work, visiting relatives, tourism, attending meetings, conferences, etc.

Individuals, businesses, and organizations that invite or sponsor foreigners to enter Vietnam include:
- Companies: Limited liability companies, joint-stock companies, partnerships, cooperatives (both domestic and foreign-invested).
- Branches and representative offices of domestic and foreign enterprises.
- Non-governmental organizations, international organizations, social organizations, professional associations, etc.
- Individuals: Vietnamese citizens (not restricted in civil rights) and foreigners temporarily residing or permanently residing in Vietnam have the right to sponsor relatives for entry into Vietnam.

Mandatory Conditions:
- Passport must be valid for at least 6 months.
- Determine where the visa will be received: it can be collected at international airports, land border gates, or at the Vietnamese Embassy/Consulate abroad.
Submitting Visa Application Online via the National Public Service Portal
1. Register an electronic account: Access the National Public Service Portal and the Ministry of Public Security's Public Service Portal to register an electronic account.
2. Fill in information: Businesses and organizations fill in the information to apply for an entry letter and upload the required documents on the National Public Service Portal.
3. Supplement documents: If additional documents are required, the business will receive a notification and must supplement them promptly.
4. Receive results: Log in to the National Public Service Portal and download the entry letter after 5 working days.
Submitting Documents Directly at the Immigration Department
Documents for sponsoring entry letters for experts, workers, investors, attending conferences, etc., include:
- Certified copy of the operating license of the sponsoring organization or business.
- Registration form for the seal and signature of the legal representative of the organization or business (form NA16).
- Application letter for entry into Vietnam for the foreigner (form NA2).
Documents for sponsoring relatives of Vietnamese citizens include:
- Application for an entry letter to Vietnam for visiting relatives (form NA3).
- Certified copy of the identity card of the sponsor.
- Certified documents proving the relationship.


3. Receiving Visa and Entry
Foreigners receive their visa at the location specified in the entry letter (Embassy, Consulate, or international airport/border gate).
At the visa collection point, foreigners need to present:
- Original passport that is still valid.
- Entry letter to Vietnam.
- NA1 form with a 4x6 cm photo attached.
- Pay the visa fee.
